About Our Founder
Excell Investigations was founded in 1992 by Willie James Leggett. Leggett started his career in the military where he proudly served as an Intelligence Officer in the Vietnam War. Following his military career, Leggett obtained his private investigator's license and went on to successfully conduct investigations throughout the U.S. and several other countries. Over the last 20 years, Leggett has also served on a panel of Criminal Investigators for the Superior Courts of Los Angeles and Orange counties, where he gained considerable experience providing litigation support for a variety of civil and criminal cases. He has the added experience of working with several of California's top defense attorneys and has been instrumental in a number of high-profile legal cases. With his investigative background, he has the expertise to ensure his team upholds the highest of industry standards and obtains accurate, admissible evidence for use in litigation and pre-litigation.
About Our Team
Our private investigators not only are licensed by the California Bureau of Security and Investigative Services (BSIS) but also have extensive, on-the-job experience. Our investigators average 10+ years of experience and most come from a law enforcement, military, or federal investigation background. Some even have direct experience in the robbery, homicide, fraud, and/or ID theft divisions of the Los Angeles and Orange County Sheriff's Department. As such, our investigators typically specialize in the areas related to their past work experience and training. Additionally, we have a team of licensed process servers who have the resources and tenacity to ensure proper service.
